Progressive Engineering and Harbourside Engineering / Transportation Consultants collaborated to secure the RFP awarded to us in January 2016 valued at $3.83M. This project consisted of the widening of Topsail Road to 4 lanes with a median turning lane from a 2 lane roadway for a distance of approximately 725 meters from Christopher Street, in which the existing river had to be realigned to accept a new bridge to be constructed to St. Thomas Line.
The existing infrastructure along Topsail Road including water, sewer, forcemain, Bell Aliant conduits, conduits for St. Thomas Line traffic lights, posed to be a challenge to designing and installing the new storm infrastructure during construction. The power poles were not able to be moved in time for construction but the street was designed so that construction could proceed in case we ended up in this situation and to avoid any delays and major delay claims from the contractor. The project tendered in August 2016 at 3,830,000 (Incl. HST) and was completed September 2016, with the exception of surface course asphalt which will be placed once poles are removed. We are very pleased to say this project came in $150,000 under budget after the completion of approximately $200,000 of additional work, which included installing sidewalk on both sides of the road and into the previous phase, extra work to improve the aesthetics of the river and bridge area, road reconstruction as when the area was excavated it was found that there was a second road structure beneath the existing which had to be removed and replaced with rock fill; traffic lights at intersection Sargent Donald Lucas Drive including complete design and partial installation.
