Paradise Water & Sewer Upgrades

PEC was engaged by the Town of Paradise in 2015, through a competitive RFP process, to design, tender and administer the construction of a $3.68M Water and Sewer project. PEC competed against larger consultants for this large project and our proposal ranked the highest. The scope of work consisted of installation of new sanitary sewer mains and watermains (approximately 1355m), service lines and a sewage pump station for six (6) local streets. The work scope also entailed significant road reconstruction and property reinstatement. This project is an excellent example of the complete servicing and re-construction of un-serviced municipal streets. The project was successfully completed in the fall of 2016, approximately $97,000 (2.6%) below budget and ahead of schedule despite some unforeseen conditions.

PEC faced several challenges during construction including the contractor’s productivity, after allowing the contractor sufficient time to mobilize to site and begin work, we noticed that work was not proceeding as efficiently as expected. We notified the contractor regarding their productivity about 4 weeks into construction and after some persistent and open communication the contractor actually completed the project ahead of schedule.

During construction a significant amount of unsuitable material (USM) was encountered within the road bed. At one location, excavation and removal of boggy material to a depth of 2.4m was required. PEC’s experienced site inspector and project manager maintained strict cost control over the volume of USM removed as well as a significant amount of sub-grade replacement that was required. Work was eventually completed within the project budget. There was also a large quantity of rock on several of the streets which affected productivity.

There were also some private property issues including claims of encroachment onto private property. PEC staff maintained an open line of communication with residents and Town Staff. Together, all property issues were resolved during the construction phase to the satisfaction of both the Town and residents.
