Jon Pawson is a Professional Engineering Technologist with over 18 years of experience in engineering and construction. As Area Manager, Jon specializes in project management, civil design, geotechnical work, and storm water management. With over 13 years leading projects in the St. John’s region, he leverages tools such as Civil 3D and XPSWMM to deliver practical, efficient results. Known for his adaptability, technical expertise, and client-first mindset, Jon reflects PEC’s values of accountability and continuous improvement.
Arthur Smith
P.Tech – Project Manager Senior Designer
Arthur Smith is a Professional Engineering Technologist with over 20 years of experience in civil and municipal engineering. He is a hands-on project manager recognized for delivering cost-effective, practical solutions across municipal water and sewer systems, storm water management, road networks, subdivision design, bridge upgrades, and more. Arthur’s expertise spans project management, design, estimating, construction inspection, and surveying. With strong leadership and a client-focused approach, he consistently drives productivity, reduces costs, and builds trusted relationships with clients and communities.
Tyrone Moore
CET – Engineering Technologist
Tyrone Moore is a Certified Engineering Technologist with over 17 years of experience in heavy civil construction, including water and sewer installations, earthworks, site development, and concrete projects. Proficient in Civil 3D, Bluebeam, and Microsoft Project, Tyrone is recognized for his practical problem-solving skills and ability to successfully navigate challenges throughout all phases of a project. His technical expertise and conscientious approach make him a trusted member of the PEC team.
Justin Tilley
P. Eng. - Civil Engineer
Justin is a Civil Engineer with over seven years of experience in the consulting industry. Since joining PEC in March 2024, he has focused primarily on municipal design, including water distribution, storm water management, and sanitary wastewater systems.
His previous experience provided him with valuable expertise in transportation engineering, hydrology and hydraulic studies, flood mapping, and surveying, along with involvement in numerous projects requiring contract administration.
Justin is proficient in a range of water resource and design software, including PCSWMM, ArcGIS Pro, and Civil 3D. He has successfully delivered a variety of design projects using these tools and is committed to providing economical, practical solutions while maintaining public safety as his highest priority.
Ralph Pike
P.Tech – Engineering Technologist
Ralph Pike is a Professional Engineering Technologist with over 19 years of experience in the consulting and construction industries. His expertise includes preliminary and detailed design, quantity take-offs, cost estimating, and site supervision for municipal infrastructure projects such as road upgrades, water and sewer systems, storm sewers, and subdivision layouts. Skilled in AutoCAD and Civil 3D, Ralph is recognized for his strong work ethic, attention to detail, and ability to deliver quality drawings and designs on time and with precision.
Justin Morrissey
Civil Engineering Technologist
Justin Morrissey is a Civil Engineering Technologist with experience supporting the design, construction, and maintenance of infrastructure projects, including roads and buildings. He has expertise in GPS and drone surveying, is skilled in using GNSS equipment for precise data collection and layout, and integrates drone technology for aerial mapping, topographic surveys, and progress monitoring. Justin’s technical skills and innovative approach add value across all phases of project development.
Adam Gushue

Adam is a Civil Designer with over 13 years of experience in the construction industry, specializing in surveying and design. His expertise includes storm sewer systems, culverts, water and sewer servicing, geometric road design, and road upgrades. With a strong background in surveying, Adam brings a detail-oriented approach to design work, ensuring accuracy and responsiveness to the needs of clients, municipalities, and the public throughout the delivery of municipal infrastructure projects.
Cora Mills
BSc Administration – Office Manager
Cora Mills is PEC’s Office Manager, bringing over 30 years of administrative experience across the legal, construction, and engineering sectors. She plays a key role in maintaining the flow of office operations, serving as the primary point of contact for clients and staff while supporting financial functions such as invoicing, accounts payable, and collections. Known for her organizational skills, attention to detail, and clear communication, Cora ensures the workplace runs smoothly in a dynamic and fast-paced environment.
Julia Hudson
E.I.T.M Eng. – Engineer in Training
Julia Hudson is a Civil Engineer-in-Training with experience in both office and field engineering, complemented by proficiency in French and multiple engineering software platforms. She has coordinated construction projects with a focus on specifications, budgets, and timelines while contributing to studies, reports, and master plans for storm water, sanitary, and water distribution systems. Julia completed a Master of Technology Management and a Bachelor of Civil Engineering from Memorial University. Currently pursuing her P.Eng. designation, she brings a proactive, solutions-driven approach to engineering and construction management projects.
Katherine Hood
EIT – Civil Engineer-in-Training
Katherine Hood is a Civil Engineer-in-Training who graduated with a Bachelor of Civil Engineering. She gained early experience in municipal engineering while working with PEC as a student, contributing to water distribution modeling projects. Since joining the team, Katherine has expanded her expertise in storm water and sanitary modeling, building proficiency with Civil 3D and storm water management software. She continues to strengthen her technical skill set while supporting infrastructure projects with a focus on effective, sustainable design solutions.

Dylan Reid is a Civil Engineering Technologist with more than 3 years of experience in both consulting and contracting. His background includes work as a Surveyor, CAD Technician, and Civil Technologist, giving him a broad perspective on project design and delivery. Dylan’s expertise spans surveying, drafting, inspections, and geotechnical work. Known for his strong work ethic and attention to detail, he brings practical insight and precision to PEC’s projects.
