Founded in 2012, Progressive Engineering & Consulting (PEC) was built on a clear mission: to meet the infrastructure needs of Newfoundland and Labrador with smart, responsive, and community-driven engineering services.
Led by Darryl Mills, P.Eng., and Kelly Hickey, CET, PEC was established with over 40 years of combined experience in civil engineering, project management, and consulting. Together, they saw the need for a local firm that could offer deep technical expertise while remaining agile, service-oriented, and rooted in traditional values.
Since then, PEC has grown steadily, delivering successful municipal and civil projects across the province. Our team continues to evolve — embracing new technologies, tools, and approaches — while staying true to our core values of Service, Solutions, and Success.
